[CoovaChilli] Captive Portal Assistant IOS 10.0.2

Hi Coova-Team,

I have completely ripped out the old version of Chilli and started fresh
with 1.3.2 (master) from github.

I used:
sh bootstrap
./configure --enable-miniportal --with-openssl --prefix=/usr
make
sudo make install

I have tried /usr/etc/init.d/chilli radconfig with and without
/usr/etc/chilli.conf present.

With /usr/etc/chilli.conf present
/usr/etc/init.d$ chilli radconfig

coova-chilli[3875]: (Re)processing options [/usr/var/run/chilli.3875.cfg.

coova-chilli[3876]: running chilli_opt on /usr/var/run/chilli.3875.cfg.bin
coova-chilli: Error opening configuration file '/usr/etc/chilli/main.conf'

coova-chilli: Error opening configuration file '/usr/etc/chilli/local.conf'

With /usr/etc/chilli.conf removed
/usr/etc/init.d$ chilli radconfig

coova-chilli[3901]: (Re)processing options [/usr/var/run/chilli.3901.cfg.
bin]
coova-chilli[3902]: running chilli_opt on /usr/var/run/chilli.3901.cfg.bin
coova-chilli: Error opening configuration file '/usr/etc/chilli.conf'
coova-chilli[3901]: could not generate configuration
(/usr/var/run/chilli.3901.cfg.bin), sleeping one second

So then put /etc/etc/chilli.conf back
/usr/etc/chilli/touch main.conf
/usr/etc/chilli/touch local.conf
/usr/etc/chilli/touch hs.conf

/usr/etc/init.d# chilli radconfig

/usr/etc/init.d# chilli radconfig
coova-chilli[6180]: (Re)processing options [/usr/var/run/chilli.6180.cfg.
bin]
coova-chilli[6181]: running chilli_opt on /usr/var/run/chilli.6180.cfg.bin
coova-chilli[6180]: could not generate configuration

/usr/etc/init.d# chilli start
coova-chilli[6196]: (Re)processing options [/usr/var/run/chilli.6196.cfg.
bin]
coova-chilli[6197]: running chilli_opt on /usr/var/run/chilli.6196.cfg.bin
coova-chilli[6196]: could not generate configuration
(/usr/var/run/chilli.6196.cfg.bin), sleeping one second

I still had a copy of my old (1.3.1) main / local / hs.conf files.  So I
moved them into /usr/etc/chilli

/usr/etc/init.d# chilli radconfig

coova-chilli[6213]: (Re)processing options [/usr/var/run/chilli.6213.cfg.
bin]
coova-chilli[6214]: running chilli_opt on /usr/var/run/chilli.6213.cfg.bin
coova-chilli[6213]: PID 6213 rereading binary file

/usr/etc/init.d# chilli start

The tun0 interface comes up... but it is all kinds of wrong.

As a result there is no captive portal prompt on mobile or desktop, and no
internet access is granted.  I'm hoping I am doing something obviously
incorrect, as this must work for just about everybody else.  I would
appreciate any help you can offer.
